Supportive shoes for babies?

Are they born that way or is it because they didnt wear the right kind of supportive shoes as a baby? I got my 11 month old sandals and sometimes when she is walking her toes are pushed forward to the edge. My mother in law says she need to wear supportive shoes so she can walk correctly. I agree, but I would like her to wear sandals sometimes for the summer. Does this really cause pigeon toes or problems walking as an adult?

I bought my daughter Pediped shoes when she was little. http://www.pediped.com/Home/Home.aspx I loved them…AND the best part is that she couldn’t kick them off! They have a flexible sole, and she actually liked having them on. I used them as sandals too.
