Challenger/Alternative Indian Footware Industry ?

Why is there NO market challenger for a long time to BATA in India
for modestly priced footwear engineered for lower middle class/middle class in India, considering Quality leather and Pricing. Excluding so called Indian branded manufacturers/ exporters catering to the upper income strata.
