I’m on a budget. Where can I find cheap clothes?

I’m not going to have much money at all when I go shopping, and I really want to find some good clothes and shoes for the new school year. (I’ll be winter shopping later this year)
I mostly need shoes and jeans, but I’d like to get a couple of shirts if I can. I’m really wanting to wear a lot of black this year- like, have enough to wear all-black almost everyday if I want.
Right now, the only fitting pants I have are three pairs of jeans (blue, two-toned blue, and faded black) and a pair of black dress-ish pants. My heeled boots are worn out, so I need to replace them. (I generally prefer heeled boots, but like black flip-flops for summer and tennis shoes for any other time.)
If it somehow helps: I generally wear 16-18 women’s or 19 junior’s jeans; and medium- large women’s or large junior’s shirts- depending on the brand of course.

i only get 150 – 250 so i know that these stores are cheap and have good clothes
